Who it is that won't get fooled again, why and how they were fooled in first place and what they think that no fooling will happen in the future if the new boss will be the same as the old boss -- all questions that can be parsed, but not fully known. What is known: Pete Townshend wrote this song for the unfinished (Townshend might say unrequited) rock opera, Lifehouse. Revolution is the theme, but a revolution that stops by a human nature that, Townshend apparently believes, is destined towards corruption once power is achieved. Most of the song is about the lead up to the revolution; the synthesizer kicks in as the revolution takes hold; it ends quickly as the new boss becomes the same as the old boss.
